Meng Qinghai, male, ethnic Han, was born in Xinbin Manchu Autonomous County, northeast China’s Liaoning Province in November 1964.
He holds a Doctorate Degree in Engineering, and began to work in July 1989. Meng is a senior engineer and a central committee member of the Jiusan Society.
He currently serves as vice president and executive secretary of the China Association for Science and Technology (CAST).
Meng used to work in the Ethylene Chemical Plant and the Equipment Research Institute of Fushun Petrochemical Company. He was named as the deputy director of the Equipment Research Institute of the Third Petroleum Plant of Fushun Petrochemical Company in May 1997, and was appointed as chief engineer of the Equipment Research Institute of the Company in February 1998.
In November 1998, Meng served as assistant to the director of the 正厅级Liaoning Provincial Science and Technology Commission.
Since May 2000, he successively held posts of assistant to director-general and deputy director-general at the Department of Science & Technology of Liaoning Province, and associate director of the Science and Technology Innovation Leading Group Office of Liaoning Province (department level).
Since July 2017, Meng subsequently served as minister of Liaoning Provincial Committee and member of the Central Committee of the Jiusan Society.
In January 2018, he was promoted to vice governor of Liaoning Province.
In September 2018, Meng was appointed as executive secretary and elected as vice president of CAST.
He is a deputy to the 13th National People's Congress.
